To support Morocco’s transition to renewable energy, this project strengthens the country’s quality infrastructure (QI) for the photovoltaic (solar energy) sector. Led by Germany’s National Metrology Institute (PTB) and funded by the German Federal Ministry for Economic Cooperation and Development, the project focuses on improving quality assurance across the entire life cycle of solar systems—from import and installation to long-term operation. By enhancing technical capabilities, advising institutions, and engaging local stakeholders, the project ensures that solar energy systems are safe, reliable, and efficient. This builds consumer trust, improves energy performance, and helps secure long-term investments in clean energy for Morocco.

This study explores the critical role of quality infrastructure (QI)—including standardization, metrology, testing, certification, inspection, and accreditation—in addressing the safety, quality, and sustainability challenges facing photovoltaic (PV) systems in emerging and developing economies. Drawing on practical experiences from PTB’s international cooperation projects, the study analyzes the QI services needed along the entire PV value chain and outlines strategies for national QI development aligned with the specific context of the PV sector. Case studies from countries such as India, Senegal, and Indonesia highlight best practices and lessons learned. Key recommendations include integrating QI into national PV strategies, strengthening policy and regulatory frameworks, and ensuring international alignment to foster investment confidence, environmental responsibility, and long-term system performance.
