OBJECTIVE
Georgian construction materials companies use new quality infrastructure services that are orientated towards value creation, productivity and innovation.
APPROACH
The project follows a multi-level approach to strengthen the QI system in the field of construction materials. Capacity building measures will address the calibration, verification and testing laboratories at the secondary level. The project will focus on the further development of technical capabilities and expertise for measurement, accreditation and testing services and their expansion to include proficiency tests, consultations and the development of new methods and processes for applications in the construction materials industry. Collaboration between quality infrastructure institutions and the private sector will be enhanced by various institutions, such as the Georgian Construction Materials Cluster (GCMC), the Georgian Laboratory Association (GeLab) and other bodies in order to harmonise demand, offers and the practical use of QI services.
At the organisational level, the project will also raise awareness among policy makers, QI institutions and representatives of the construction materials industry regarding value creation, productivity and innovation. Additionally, it will enhance collaboration between quality infrastructure institutions, the private sector and applied-research institutions.
At the individual/technical level, the project will strengthen the competence of technical experts, particularly for the development of new services (metrology, accreditation, testing).
Within the intervention area, the module prioritises achieving complementarity with the GIZ module entitled "Strengthening the competitiveness of companies via quality infrastructure in Georgia" (PN 2023.2227.9) which is being planned by GIZ in cooperation with the Czech Development Agency
IMPACT
The project will improve the general framework conditions for quality infrastructure and QI services in the field of construction materials and provide respective expert and process consultations as well as advanced training measures. Policy briefs on selected relevant topics will present evidence-based analyses and action-orientated recommendations to governmental organisations and to the private sector. Collaboration between the construction materials industry and quality infrastructure institutions — particularly testing and calibration laboratories, laboratory networks and universities — will be enhanced.
Furthermore, quality infrastructure institutions will be adapted to the needs of the construction materials industry. To achieve this, the project will support the development of new services in the fields of metrology, accreditation and testing on the basis of a comprehensive market survey. Assistance will also be provided for the accreditation of select laboratories.
Finally, an innovation ecosystem for construction materials production will be developed. Expert consultation will be conducted, focussing on action approaches concerning new topics in recycling, reuse and circular-economy product design. Experts will improve their skills related to quality-infrastructure topics (metrology, accreditation, testing).
COOPERATION
PTB will continue its established cooperation with the Ministry of Economy and Sustainable Development (MoESD) and Georgian QI institutions, namely the Georgian National Agency for Standards and Metrology (GeoSTM) and the Georgia Accreditation Commission (GAC). Furthermore, the project will closely collaborate with the Georgian Laboratory Association (GeLab), the Georgian Construction Materials Cluster (GCMC) and the public as well as private laboratories and academia.
