This study explores the critical role of quality infrastructure (QI)—including standardization, metrology, testing, certification, inspection, and accreditation—in addressing the safety, quality, and sustainability challenges facing photovoltaic (PV) systems in emerging and developing economies. Drawing on practical experiences from PTB’s international cooperation projects, the study analyzes the QI services needed along the entire PV value chain and outlines strategies for national QI development aligned with the specific context of the PV sector. Case studies from countries such as India, Senegal, and Indonesia highlight best practices and lessons learned. Key recommendations include integrating QI into national PV strategies, strengthening policy and regulatory frameworks, and ensuring international alignment to foster investment confidence, environmental responsibility, and long-term system performance.
This document outlines the strategic contribution of quality infrastructure (QI) to the implementation of the United Nations 2030 Agenda for Sustainable Development. Developed within the framework of the PTB-MERCOSUR project on strengthening quality infrastructure for energy efficiency, the document outlines a step-by-step methodology to improve energy management. It includes tools for analyzing utility bills and load profiles, conducting energy surveys, identifying major energy-consuming systems, and planning cost-effective EE measures. By promoting efficient energy use, the manual aims to reduce operational costs, cut greenhouse gas emissions, and support sustainable public administration. This guide provides standardized recommendations and best practices for the measurement and recording of solar irradiance in Latin America, with a focus on enhancing data quality for solar energy applications.
